William Quell, 48, of 9 Cliff St., in Stonington was charged with breach of peace and interfering with emergency calls.

George Gilmore, 22, of 35 Marjorie St., in Old Mystic was charged with driving with a suspended or refused registration or license, unnecessary noise, and improper color of stop lamps and turn signals.
Sandra Santos, 24, of 24 Standard St., in Newington was charged with of drugs or alcohol, failure of insurance coverage to meet minimum requirements and failure to drive right/ at a slow speed.
