Randy Elwell, 49, of 130 Pawcatuck Ave., in Pawcatuck was charged with possession of a controlled substance, drug paraphernalia and license to manufacture controlled substance.
Glasco Whittaker, 36, of 117 Brookside Lane, Apartment 15 in Pawcatuck was charged with possession of a controlled substance, possession of cocaine, drug paraphernalia, and risk of injury to a minor.
